Police Department's Interest In Efficient Workplace Outweighed Speech Interest Of Officers

In this case the United States District Court held that a police department's interest in regulating the speech of its employees, so as to carry on an efficient and effective workplace, outweighed the First Amendment interests of officers in expressing their opinions on matters of public concern, and justified disciplinary action taken against them.  The officers had made statements claiming that the city showed favoritism to African-Americans. The court concluded that those statements cast doubt about the ability of supervisors to lead, and resulted in discord among department members, and public distrust of police.
